About The Workforce Applied Research Center
Who We Are
Workforce ARC operates at the intersection of applied research, workforce development, and learning system design. Our approach solves three problems at once: cost, effectiveness, and continuous improvement.
We are a public-benefit learning and research initiative dedicated to strengthening the nation’s workforce through evidence-driven training systems. We design training that adapts to real learner needs, aligns with workforce demands, and improves through continuous measurement and insight.
Our work brings together learning science, instructional design, data analytics, and workforce development to build training systems that adapt as workforce needs, technologies, and roles change.
This work is carried out through what we call our APPLIED LEARNING IMPROVEMENT CYCLE.
Funders and employers support applied pilots that produce workforce training courses without the need for cost recovery. As a result, these courses can be offered free or at low cost, lowering barriers to participation and expanding access.
Our research-based methodologies and frameworks increase the effectiveness of these courses compared to conventional training. Greater access leads to broader participation, which in turn generates large-scale learner data across diverse contexts and populations.
We use this data to continuously refine our methods, improve course design, and strengthen the underlying systems that support learning. The resulting anonymized datasets are also made available for external research, enabling other researchers to study learning efficacy and contribute to further improvements across the workforce education ecosystem.

Why We Exist
Today’s workforce challenges are not caused by a lack of talent, effort, or opportunity. They’re caused by an outdated training model that assumes learning must stay fixed while industries, tools, and expectations accelerate around it.
The Workforce Applied Research Center was created to solve that problem.
Our model begins with real-world needs, evolves through rapid iteration, and strengthens through the insights learners naturally generate as they engage with training. This transforms every course into a source of intelligence that makes the next one better.
The result: a training system capable of continuous, system-level improvement.
